Windy Aphayrath

Assistant Director, Division of Purchasing and General Services, Utah Department of Administrative Services

Windy Aphayrath is the Assistant Director for the Division of Purchasing where she oversees the State’s Cooperative Contracts program and eProcurement system (SciQuest), in addition to serving as project manager for the Division’s special projects. Prior to joining the State of Utah, she worked with Becton Dickinson as a Program Leader for their Supply Base Compliance group and as a Strategic Sourcing Manager with Global Procurement. Windy is a graduate of Westminster College of Salt Lake City.

This presentation will review a new procurement process that the Division of Purchasing is using to increase efficiency and reduce the complexity of public procurement. The new process relies on vendor expertise rather than complex solicitation requirements.
