Phil Dean serves as the state budget director and chief economist for the Utah Governor’s Office of Management and Budget (GOMB). In this capacity, he oversees preparation of the Governor’s budget recommendations, as well as GOMB’s revenue estimates and economic analysis. He also teaches economics as an adjunct professor. Prior to joining GOMB in 2013, Phil worked for the Utah State Legislature, specializing in the areas of tax and education. He began his professional career working on the state budget at the California Department of Finance. Phil holds masters’ degrees in public administration and economics and a bachelor’s degree in political science and Spanish.

Making Your Case for Funding. This workshop is for anyone interested in developing a compelling budget request for new resources. Covered topics include why ‘making the case’ is so important, how to answer the question ‘What are we buying with the requested funds?’, and how to represent critical-need requests, among other concepts. Workshop presenters will include a panel of agency experts who will offer general best practices and context-specific guidance for creating successful requests.
