Nate Winters is currently the director of finance, compensation and benefits for the Utah Department of Human Resource Management (DHRM). He oversees all aspects of DHRM’s finances and acts as the department CFO. Additionally, Nate manages the state’s employee compensation and benefits programs. Prior to coming to DHRM, he served as the budget director for the Utah Department of Human Services (DHS). During his time as the DHS budget director, he served as the primary contact for the Legislative Fiscal Analyst Office and the Governor’s Office of Management and Budget. At DHS, he worked with stakeholders to provide meaningful information to support requests for funding and further knowledge of the department. He also worked with the seven divisions to overhaul the internal budgeting process to incorporate the needs of various interested parties and reduce redundancy. Nate graduated with a bachelor’s degree in economics from Utah Valley University.

Making Your Case for Funding. This workshop is for anyone interested in developing a compelling budget request for new resources. Covered topics include why ‘making the case’ is so important, how to answer the question ‘What are we buying with the requested funds?’, and how to represent critical-need requests, among other concepts. Workshop presenters will include a panel of agency experts who will offer general best practices and context-specific guidance for creating successful requests.
